Where the year sits in the cycle of sixty
Hindu almanacs name each year from a cycle of sixty names, which begins again with Prabhava. Counted by the Shaka year, as Ugadi almanacs count it, Shaka 1949 is Plavanga, the 41st of the sixty: it follows Parabhava and comes before Kilaka.

How the king and minister are chosen
Each year the almanac names a king (raja) and a minister (mantri) from the seven lords of the weekdays. By the usual rule, the king is the lord of the weekday on which the new year begins, and the minister is the lord of the weekday of Mesha Sankranti, the moment the Sun enters Aries.

The new year begins on the same morning for everyone. What it opens in your own chart depends on your birth details: the dasha you are running, and where Saturn and Jupiter fall in your houses. The free first look of Rashifal 2027 reads it from your birth chart.
